EXPANDED SOCIAL REBATES 
( Pensioner must re-register for other ESP rebates every six months )
ESP rebate applies to owners of residential properties, South African Citizens who have limited income and who are not pensioners, but can show that his or her annual income falls below the limit determined by Council.

The owner must apply for the Expanded Social Package and re-register every six months with such proof as the Council may reasonably require to substantiate any entitlement to a rebate contemplated in this category. If the client does not re-register, he/she will not receive continued rebates.

The conditions are as follows:

(i) The owners must own and occupy the property concerned, reside within the boundaries of the City of Joburg. Their individual monthly income should not exceed R 4783.00 (This changes annually on 01 November in line with the CPIX).

(ii) The owners must achieve a score on the City of Johannesburg Poverty Index as specified below. The extent of the rebate will depend on the applicant's score on the City of Johannesburg Poverty Index:

Greater than zero but not exceeding 34 points: 70% of the current monthly rate;Greater than 35 points: 100% of the current monthly rate.

(iii) The value of the property may not exceed R450 000.00

In order to receive this rebate, the owner must register at the following Revenue Customer Interface Centre walk in centres.

Pensioners on the Expanded Social Package

Pensioners who receive the ESP metered and non-metered service rebates will not receive the pensioner property rates rebate automatically, they must apply for pensioner property rates rebate, using the pensioner property rates application form. The pensioner rebate is applicable from the date of the application and will remain valid for the duration of the valuation roll which is ending, 30 June 2017. Subsequent to that, the pensioner will be required to re-apply following the normal process.

PENSIONER REBATES

Johannesburg's Property Rates Policy provides a varying degree of rebates for many pensioners who have reached the age of 60 or older.

Who qualifies for a pensioners' rebate:

  • Pensioners must own the property and personally occupy the property.
  • Pensioners dependent on a National Security Grant qualify for a 100 % rebate on successful application.
  • Pensioners who are not on National Security Grant, but whose gross monthly income falls below R5600 qualify for a 100% rebate on successful application.
  • Pensioners who are not on National Security Grant, but whose gross monthly income is higher than R5600 but less than R10300 qualify for a 50% rebate on successful application.

To qualify for a pensioners' rebate, you must apply to the City and must comply with the following criteria:

  • You must be 60 years or older;
  • Your property value must not exceed R1,5 million
  • You must personally occupy the property.

How to register for your pensioners' rebate

Step 1 Applicants must complete a Pensioners' Rebate Form available from one the Customer Service Centres or from the City's website www.joburg.org.za

Step 2 Submit your forms along with the following evidence to the Customer Service Centres

Certified copy of your ID
  • Certified copy of your pension card
  • Copy of your Municipal Statement

How to work out your rates​​
  • Property Value (available on www.joburg.org.za) - R150 000 = Rateable Value
  • Rateable Value x Tariff = Annual Rates
  • Annual Rates ÷ 12 = Monthly rates payable
  • Example of residential property worth R1 million​
    • R1 000 000 - R150 000 = R850 000
    • R850 000 x 0.004928 = R4 188.80 per annum
    • R4 188.80 ÷ 12 = R349.07 per month
 
In the case of a pensioner whose gross monthly income is more than R5 300 but less that R9 300, the monthly rates will reduce as follows;
  • ​​R349.07 -50% is R349.07 - R174.53
  • The monthly rates will then reduce to R174.54 for a residential property.
 
If the pensioner is the owner of a Sectional Title unit, the monthly rates will be calculated as follows:
  • ​R349.07 - 20% is R349.07 - R69.81

 The Sectional Title rates will then be R279.26. Now we deduct the Pensioner rebate of 50%;
  • Then we have R279.26 - 50%
  • ​R279.26 -50% is R279.26 - R139.63.
The monthly pensioner rates in our example will then reduce to R139.63.
Who is billed for rates?
  • The owner of the freehold property and the owner of one or more units owned in terms of the Sectional Titles Act.
  • Pensioners who live in Sectional Title properties
  • Pensioners who own Sectional Title, benefit from the rebates that Council offers to pensioners. This rebate is in addition to the 20% rebate that is offered to Sectional Title Unit owners.
  • The pensioner rebate is valid for two years only. A fresh application is required at the expiry of the two year period.
